No. New buildings that are 5,000-24,999 sq. ft. in size and constructed under the 2019 Denver Building and Fire Code (or later) use 100% LED lighting, so they already meet the Energize Denver prescriptive requirements.
The owner of the building at the time the requirement is due is the person responsible. If a building is transferred to a new owner when a requirement is due and the building is out of compliance, the new building owner can work with the Help Desk to file a timeline extension to give them more time to comply, if needed.
