Lighting Improvement Compliance Pathway
To comply through the Lighting Improvement Pathway, 97% of the lighting fixtures or 90% of the lighting load for your small building must be LEDs.
Multi-tenant buildings pursuing this pathway must combine all documentation into one submission and should refer to section 3.1.3.1 of the Technical Guidance for more information.
Lighting Professional Pathway Compliance Steps
Choose this pathway if you're working with a lighting professional to complete LED upgrades or verify lighting that already meets the requirement.

Find a certified lighting professional and ask them to include compliance documentation and submission in their scope of work — the Lighting Professional Pathway Checklist offers guidance on selecting a contractor for this work.

Work with your lighting professional to create a plan for replacing lighting fixtures with LEDs or verifying the LED lighting you already have.

Your lighting professional will fill out the Lighting Verification Template, a list of all the lighting fixtures in your building.

You or your lighting professional will complete the Lighting Compliance Form and upload the Lighting Verification Template (Excel file).
Within 10 days of submission, you will receive an email confirming your building’s compliance status or requesting additional information. During high-volume periods, this timeline may be extended.
Lighting Self-Verification Pathway Compliance Steps
Choose this pathway if your building already meets the LED lighting requirement and you want to verify it yourself.

Complete the Lighting Verification Template for all lighting fixtures in your building that are connected to the building’s electrical meters, including interior, exterior and parking area lighting. You can fill out the form as the building owner or have a designated building associate (e.g., a handyman or facility manager) complete it for you.

The same person who completed the Lighting Verification Template will then complete the Lighting Compliance Form, making sure to upload the template (Excel file).
Within 10 days of your submission, you will receive an email confirming your building’s compliance status or requesting additional information. During high-volume periods, this timeline may be extended.
The city may conduct on-site audits of randomly selected buildings. If you refuse an on-site audit or discrepancies with your submission are found, you will need to take corrective action to be considered in compliance.
